What happened#

The Crown Prince of Abu Dhabi, Sheikh Khaled bin Mohamed bin Zayed, made an official visit to Athens on 22 October 2026. During the visit, Enterprise Greece hosted the UAE–Greece Strategic Forum, and the Investopia Mediterranean conference was held in the city for the first time.

According to the Abu Dhabi Media Office, the Crown Prince and Prime Minister Kyriakos Mitsotakis witnessed the announcement of 18 memoranda of understanding, agreements and commercial partnerships, with a total value of €12.75bn. The sectors listed were:

  • digital infrastructure, advanced technology and AI;
  • renewable and clean-energy infrastructure;
  • industry, logistics, transport and ports;
  • healthcare and life sciences;
  • food security.

Separately, the UAE said it intends to invest an additional €15bn under the joint investment initiative launched in May 2022 with €4bn. The release states that the initiative has led to completed transactions in energy and healthcare. In his speech, Mr Mitsotakis said the €4bn target had been exceeded. He named Masdar and PureHealth as the landmark investors, and said the memoranda "have the potential of generating an additional 12 billion of economic benefits".

How to read the numbers#

These are intentions and frameworks, not completed investments. Three points matter.

  • MoUs are not contracts. Most of the documents are memoranda of understanding. They set out an intention to cooperate, and usually commit neither side to a specific amount, site or timetable. The €12.75bn is the UAE side's aggregate figure; no breakdown by agreement was published.
  • The €15bn is an announced intention. No investment vehicle, timetable or list of projects has been published so far.
  • Counts differ between releases. The headline of the WAM release gives 18 documents, while the UAE Minister of Foreign Trade, quoted in the same release, refers to 17. ProtoThema lists 15. WAM's own headline on the €15bn omits the currency. We use the euro figures given in the Abu Dhabi Media Office text.

What has a primary source#

Growthfund, HDBI and Mubadala. The Hellenic Growth Fund (Greece's sovereign fund), the Hellenic Development Bank of Investments (HDBI) and Mubadala Investment Company signed an MoU at Investopia to explore co-investments in Greece (Growthfund release).

  • Growthfund joins a framework that HDBI and Mubadala set up in 2022.
  • The framework covers companies in HDBI's portfolio and the funds it backs, companies or projects linked to Growthfund's portfolio, and other opportunities.
  • No amount was stated.
